Yet the Bush people ordered the heightening of the threat level just in time to give Bush a needed bump in the polls in the 2004 campaign.

Ridge isn't the only one who alleges the political use of the terror threat level. Flashback to 2003 when WorldNetDaily reported on intel pros who were alleging that the terror alerts were manufactured.
