James, Paulson and Co. understand the nature of the “emergency”: if too many Americans pry into the text of the "emergency" legislation, they will find this at Article VIII:

"Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency."...

Article VIII, they might recognize that it effectively grants “The Secretary” dictatorial powers without revelation to, or review by, any Constitutional authority (including "We the People")...

Of course, Article VIII is unconstitutional. But do you think the Supreme Court will want to interfere with the "rescue of our financial system"...
